NWDA and the Director General’s Position

NWDA is an autonomous body registered under the Societies Registration Act, 1860, under the Ministry of Jal Shakti’s Department of Water Resources, River Development & Ganga Rejuvenation. Its Director General serves as the Agency’s Executive Head. This is a senior engineering leadership appointment.

Eligibility: Which Appointment Route Applies?

Central and State Government departmental officers have specified service-grade routes for deputation. Applicants from other organisations are covered by the short-term contract route. Both require the educational qualification and Water Resources experience described below.

Deputation: Government Officers

Officers serving in Central or State Government departments must satisfy any one of these service conditions:

  • Hold an analogous post regularly in their parent cadre or department; or
  • Have three years of regular service following regular appointment to Level-14, Rs. 1,44,200–2,18,200, or its equivalent in the parent cadre or department; or
  • Have 25 years of regular Group ‘A’ service, including at least one year of regular service in Level-14 or an equivalent post in the parent cadre or department.

Meeting a service condition is only one part of eligibility. Applicants must also possess:

  • A Civil Engineering degree or equivalent qualification from a recognised university or institution.
  • At least 20 years of professional Water Resources experience covering surveys, investigations, planning, project reports, design and construction of major irrigation, hydro-electric, flood-control and multipurpose projects. At least 10 years must be at senior management level.

Short-Term Contract: Other Organisations

Applicants belonging to organisations outside the Government departments specified above may apply through short-term contract. The stated requirements are:

  • A degree in Civil Engineering or an equivalent qualification from a recognised university or institution.
  • Extensive Water Resources work: at least 20 years across the project activities listed above, including at least 10 years at senior management level.

Age on the Closing Date

The maximum appointment age is 58 years for deputation, including short-term contract. Age is assessed on the closing date for receipt of applications.

Recent Deputation or Foreign Service

The officer must not have been on deputation or Foreign Service during the preceding year, counted up to the application closing date. General guidance: review service dates alongside the qualification and experience requirements before preparing the application.

Pay, Tenure and Service Terms

  • The post carries Pay Matrix Level-15, Rs. 1,82,200–2,24,100.
  • Its classification is Group ‘A’ Non-Ministerial (Engineering).
  • Deputation ordinarily cannot exceed five years, including immediately preceding deputation to another ex-cadre post in the same or another Central Government organisation or department.
  • Service terms follow DoP&T’s consolidated deputation/Foreign Service guidelines dated 28 March 2024, as amended. The supplied official archive lists guidelines of that date; its index does not establish additional NWDA-specific benefits or tenure.
  • The place of posting is New Delhi.

What Does the Director General Do?

The position combines organisational leadership with technical oversight. The Director General:

  • Serves as NWDA’s Executive Head.
  • Supervises, guides and coordinates technical studies and surveys supporting the Agency’s objectives.

General guidance: allow time for employer forwarding and document attestation. Calculate the receipt deadline from the Employment News advertisement’s issue/publication date, rather than treating the notice date of 4 November 2026 as the publication date.

Documents to Prepare

  • Signed additional sheets where employment details or other information exceed the available space.
  • Employer certification of integrity and that no vigilance or disciplinary case is pending or contemplated.
  • Original CR dossier, or ACR copies for the last five years attested by an officer of Under Secretary rank in the Government of India or above.
  • A certificate confirming no major or minor penalty in the last 10 years, or a list of penalties imposed.
  • The document instructions mention parent-cadre forwarding, cadre clearance, vigilance clearance and integrity certification for officers already on deputation. This does not override the separate preceding-one-year eligibility restriction.
  • For organisations outside Central Government pay scales, the latest salary slip showing basic pay, scale and allowances.

How Applications Will Be Assessed

The Selection Committee will assess the CV against documents supporting essential qualifications and experience. General guidance: describe relevant project responsibilities and senior management service clearly so the experience claimed can be matched to the supporting records.

Submission Errors to Avoid

  • Apply only if the employer can spare the officer immediately upon selection.
  • Do not rely on an advance copy alone: applications without proper-channel forwarding are liable to rejection.
  • Late receipt and missing required information or documents can lead to rejection.
  • Report the regular post’s pay scale. ACP/MACP financial upgradation must not be presented as the pay scale of the post held.
  • Where the English notice and Hindi translation differ, the English version prevails.
