RITES Ltd. is a Navratna Central Public Sector Enterprise under the Ministry of Railways, Govt. of India. According to the REOI, it is a premier multi-disciplinary consultancy organization in the fields of transport, infrastructure and related technologies.

About the Assignment

Sri Lanka Ports Authority (the client) has invited proposals for consultancy services for the Preparation of a Land Use Optimization Study for the Port of Colombo. RITES has been shortlisted by the client to submit its Request for Proposal.

The assignment comprises a land use survey of port and near-port land, followed by a Land Use Optimization Plan for short-, medium- and long-term port and port-related logistics development. It aims to optimize land utilization within the Port of Colombo, improving operational efficiency, logistics integration and future development planning.

The empanelled Experts will be considered for deployment against suitable positions on this consultancy. The selection of a particular Expert will be made from the list of empanelled Experts, based on the project's qualification requirements and negotiation between RITES and the Expert.

RITES Experts Important Dates

The REOI gives the following dates. A separate application start date is not mentioned; the document became available for download on 30.09.2026.

RITES Experts Last Date

The last date to be included in the first list of empanelled Experts is 08.10.2026 up to 17:00 hrs. The REOI states that empanelment is a continuous process, so applications received later can still be submitted and will be considered when the list is expanded.

RITES Experts Eligibility Criteria

To be eligible, an applicant must meet the following conditions from the REOI:

• Possess the minimum qualification and experience for the proposed position as per Annexure-I (see the qualification section below).
• Be not more than 60 years of age as on the last date of submission of the EOI Application.
• Submit the application in the prescribed formats of Annexure-II along with all required documents.
• Not be blacklisted, debarred, banned or restricted by any Department of Central Govt., State Govt. or Central or State PSUs as on the date of submission. Any earlier blacklisting, debarment, ban or restriction must be disclosed in Form-II.

The notification is open to International and National Experts. A copy of the passport is required with the application.

RITES Experts Qualification

The education and experience required for each position are given in Annexure-I of the REOI.

Note from the REOI: the name and nomenclature of the Bachelor's degree may differ across countries. RITES reserves all rights to decide whether this criterion is fulfilled, based on the submitted documents.

The sample row in Annexure-IV shows "16+ years" of experience as an example; Annexure-I specifies a minimum of 15 years for the Port Planning Expert and should be followed for qualification.

RITES Experts Age Limit

The applicant's age should not be more than 60 years as on the last date of submission of the EOI Application. The notification does not specify a minimum age or any age relaxation. Proof of age must be furnished with the application.

RITES Experts Salary

The REOI does not fix a salary for any position. Instead, Annexure-IV asks each applicant to state the indicative expected remuneration for the position they are interested in.

For a project, RITES will interact with shortlisted Experts to obtain their willingness and negotiate their salary expectations. Written consent on willingness, availability and agreed remuneration is obtained before the bid is submitted.

RITES Experts Selection Process

The REOI does not mention a written test or interview. The process described is as follows:

1. Examination of applications: RITES checks that all requested documents are provided and complete. It may ask applicants for clarifications within the time it specifies.
2. Evaluation: RITES uses the inputs submitted in the Annexure-II forms and any clarifications. It also reserves the right to assess an applicant's capability and capacity to perform where circumstances warrant.
3. Empanelment: After evaluation, applicants are empanelled and informed by e-mail. The first list is prepared from applications received up to 08.10.2026, 17:00 hrs, and expanded later at intervals decided by RITES.
4. Project-wise shortlisting: While bidding for a project, RITES scrutinizes the CVs of empanelled Experts to judge suitability against the project's RFP requirements.
5. Negotiation and consent: RITES interacts with shortlisted Experts, negotiates remuneration and obtains written consent before submitting the bid.
6. Engagement: Once the project is awarded to RITES, the Experts whose CVs were used in the bid are engaged for the project.

Mere empanelment does not guarantee a job with RITES Limited.

RITES Experts Apply Online (By E-mail)

The notification does not provide an online application portal. Applications must be sent by e-mail. The REOI also states that the complete REOI document can be downloaded from the RITES website (www.rites.com) from 30.09.2026.

1. Download and read the complete REOI document from www.rites.com.
2. Check that you meet the qualification, experience and age requirements for your position.
3. Prepare the EOI Application in the formats of Annexure-II, with all supporting documents (see the documents section below).
4. Prepare the application in indelible ink and sign every page. Avoid interlineations or overwriting; any correction made by the applicant must be initialled.

The REOI states that an application will be summarily rejected if the following prescribed forms and documents are not submitted:

Important Terms and Conditions

• Misrepresentation: RITES treats the information supplied as correct and complete and does not separately verify it during evaluation. Any misrepresentation or incorrect statement found can lead to rejection of the application or cancellation of empanelment or engagement, with blacklisting or banning of business for a period of up to three years.
• Confidentiality: All information, documents, data and personal information related to the REOI are confidential. Any attempt to influence RITES in the evaluation may result in rejection of the application.
• Empanelment rights: RITES may suspend, remove or terminate the empanelment of any Expert at any time without assigning any reason. RITES may also cancel the empanelment process at any time and is not bound to accept any application or empanel any applicant.
• Governing law: The REOI is governed by the laws of India, and the Courts at Delhi have exclusive jurisdiction.
• Clarifications: Applicants may seek clarifications in case of doubt about the REOI.
